It traps some of the errors which are not trappable by VFP itself, mostly the C0000005's and such. It goes to your VFP directory, and I don't know if you can change that, unless you dig its location in the registry.

I really don't know about compiled applications; I assume it would be at the home() directory, i.e. where your .exe is.
