I'm new to Linux and need to establish security on a new Linux Server.

Two questions, really, How to set up users and how to set up myself.

I need complete control across each individual users directories.
Each user needs -
List (of Upload and Download Dir)
Get (of Download Dir)
Put (in Upload Dir)
Delete (from Download Dir)

I need in addition to all above -
Put (in Download Dir)
move.. Delete (from Upload Dir)
move.. Put (in Archive Dir)

Users = drwxr-xr-x (up-and-download)
Me = drwxrwxrwx (up-and download)

Each Individual User owns his own directories. (common group)
I'm my own user, my own group, and cannot delete upload nor download!?

No individual user can Delete from Upload Dir...

Many other issues follow, lets see if resolution to these two repair all
