I tried to read the .dmp file (fread), but found it contained special characters and not really a delimited file. What I saw in the .dmp from the fread what statements that resemble SQL Create Table and Insert.

That is a file created by the EXPort utility. You are correct in that you will not be able to get the data out of that file directly, at least not using any conventional methods. The best you could do is low level file functions, but that would be a real PITA trying to figure out where table definitions end, data starts, fields begin and end, etc.
