This solution works well on Novell Spooler too. This command just close the spooler and release all unfinished print jobs to the printer. I don't know if it can help, but in my FPD and VFP application I have the following code:
SET PRINTER TO \\SPOOLER\N\S=SERV_S1\Q=SPOOL1
where S = server name, Q = spooler name
and i didn't issue set printer to for releasing the jobs
