I have had good experiences using Rightfax as a server, to send reports, you can confgiure it to read the fax number from inside the report.

p.s. its not an expensive solution, the server itself might cost 5K (us)

You could use a service, which charges by the page, takes the output of your print files, and converts them and sends them via fax.. (I find that that usually costs about 8C per page.
