There is no way to fix this for default tool tip. You will have to use some custom tool tip control, like a Multiline - Fancy Tool Tip control in the downloads section of this site.
The default tool tip window for FoxPro is created before your form. As a result tool tip will be UNDER the AlwaysOnTop window, just because Z-order, despite tool tip window is also AlwaysOnTop. This is a bug in the FoxPro (and probably in many other WIndows applications too), because there is an easy way to move tool tip window in z-order above the Always-OnTop form using a single call of API function. Unfortunately, the function should be called only after tool tip window is displayed, so no way to fix this from inside of the FoxPro program.
