I'm still apparently doing something wrong. I tried this:

(I'm leaving out the macro substitution for clarity...it doesn't seem to have any impact on this problem.)

SELECT cUser16 FROM DocsMast ;
  GROUP BY cUser16

It's fast (<1 sec), and returns the same 50+ record set, but the output is still not sorted.
