We use 3.65 and it is included. WCStart.Prg sets up the Web Connection pad with a multitude of choices. Two such options are:
Web Connectino Management Console
Web Connection Setup
One of the reasons it may not create the pad for you is because the program looks for the Classes directory directly beneath the current directory. If you have things pathed, you won't get the pad or its options.
