Besides what others have written about Partition Magic the same thing can be done with other applications that run under Linux. Free partition resizers include: DiskDrake, from Mandrake, is a FAT partition resizer.
BTW, not a resizer, but Paragon Ext2FS allows you to mount Linux partitions from Windows. "Paragon Ext2FS Anywhere is designed to mount Linux partitions under Windows operating systems as normal logical drives with appropriate drive letter.
