I think I have the answer as I have also had this problem.

Be certain to run the install package as the Administrator (if necessary as a local administrator on a network system). Make sure you install to 'All users' (if you have to make registry settings, use the special option in ISE that directs reg keys to 'All users' - certainly not TO HKEY_LOCAL_MACHINE.) You may also need the install package to be visible to your real user when you log back in again, especially on the first start-up.

I think the problem is connected to roaming profiles, as I have not had it when installing to a local machine. The user's profile is removed from the machine at log-out, so when you install as the administrator, it's not there. You must see the dialog with the 'All users' option during the install process otherwise it's defaulting to one of the local profiles.

Yes, the VFP DLLs are all there. If you can't fix with the above, give up, un-regsvr32 them, put them in \WINNT\SYSTEM32 or in the installation folder, and regsvr32 them.
