I decided to develop without frames

I am tring use a include page

I created a page named top.htm and included it in all
my pages.

Theres a problem

If change the top.htm icluding some links on it
the link will not appear in the other pages.

I think the correct would be any changes I do in top.htm, to reflect
on all my pages.

I need help.
