It can be launched just like any other program - NT 4.0 had "no DOS" but ran DOS apps. XP, like NT 4 and Win2K launches a DOS VDM as necessary; some internal DOS functions which relied on hardware-specific functionality won't run, and DOS apps that poll the keyboard will degrade overall system performance noticably; AFAIK, there's no equivant of TAMEDOS for XP at the moment.
