And the answer is... make sure your url and drive folders match up; otherwise you get this error. (Posted for the sake of the archives).

Related note: when the wizard asks you whether you want to create a default web folder, don't bet it will take the drive folder you select. Mine ended up in Windows\Web\tsweb, when in fact the web folder I picked was tsweb, but the drive folder I selected with c:\inetput\wwwroot\newxc2vpm. Go figure.
