Flushing group footer to bottom of page

I have one grouping and the lines are in the group footer. I am displaying both the number of lines and the length of the resulting string
[REPLICATE(CHR(13),27-nlines)] and both are correct (i.e. 1,26 - 3,24, etc).

Strangely enough while this does not work in the group footer it works perfectly in the detail lines (heaps of white space)
