By project, you mean the VFP project, right? If you are going to make changes to the Mere Mortals framework, you should open the dummy MM's project and check them out from there. They don't show up with a lock or a checkbox in your applications project because it's not really under source control in that particular project.
Since I'm the only developer here doing MM's work (and web stuff), I tend to leave all the files in the framework checked out to me. This is also helpful in my own custom shared framework code (eg. code, classes, etc. that I'm using in multiple projects). Since it's already checked out I can just open it in whichever project I'm working on at the time and make the change. Then I just make a point to check in these files regularly. The only downside to this is if you want every change to have a description logged with it. If that's the case, then you really need to have both projects open and check out the shared framework files as you need them, then check them back in after you've made and tested your changes.
