I am using INTL, it is great and very simple to implement.
We translate to Korean, Spanish and even using it between different english environment.
(I expect Steven to jump in here and ask me about my license)
So far, I found one BUG and it has to do with the menu when generating exe from windows 2000 environment but work fine from Windows 98, I am not sure if there are a patch for it.

>Yes, INTL does runtime localization.
