Web Services are for programs to talk to programs over the web. A 'web application' generally refers to a user talking to a program through a browser over a web. Web Services enable a web developer to easily add extended functionality to a website by utilizing resources from 3rd party or distributed resources, but should not be the backbone of the application structure.
