This may be a shot in the dark, but I noticed the file name you're supplying has a DBF extension. I don't know if this is what is causing the export to fail, but I'm thinking it obviously has an issue with your export destination path / file name. When you set the Export() method's boolean parameter to .T., you're basically bypassing all your programmatic export options in favor of Crystal's option dialog box.
