It's likely that you're running this on a system using Win95 on NT 4.0 which never had the enhanced Shell Components added to it. Adding them to these required you to at some point install IE4 with the Active Desktop components on the machine; installing a later version of IE wouldn't solve this. If you now have a later version of IE on the machine, you have to uninstall the current version, install IE4 with Active Desktop, and then reinstall the current version of IE to fix the issue. I'd suggest that you simply upgrade the OS if the box is running Win95 -upgrading to Win98/ME or Win2K/WinXP will solve the problem nicely without requiring that you reinstall all your software.
