The PDF.OCX is probably dependent on the proper installation of Adobe Acrobat Reader; I'd try firing the Adobe Acrobat install, available for download from www.adobe.com separately from the Setup Wizard install - perhaps as a post-setup executable. The current version is something like rp505eng.exe (this is the version that permits text searching of an Acrobat document.)
