You may already have a solution, but you might want to take a look at "Database Index Recovery Tool" (DIRT) in the download section. It creates an index recovery table (IRT) from the DBC storing all index and persistent relations information. With it you can blow away all index tags and completely rebuild indexes and persistent relations from the information stored in the IRT. It might be worth a look to see if it will do what you want or to get some ideas if you are looking to roll your own.
