I recommend Satellite Forms from http://www.pumatech.com This software is pricey but it is powerful and easy to develop Palm apps with. It also comes with an ActiveX control that integrates beautifully with VFP apps. Just drop it on a VFP form, add code, and you will be able to move VFP data back-and-forth from VFP and the PDA.

There is also a much cheaper development software at http://www.caslsoft.com/ I have not used or evaluated this software, but there are others here who have and like it.
