There have been some major discussions here on the value of a tag on DELETED() but the consensus seems to be it slows things down unless you have a lot of deleted records. So, if this is your case, although SYS(3054) is showing less than full optimization it is still effectively the best you're going to get.
"Full Rushmore Optimized" doesn't necessarily mean "the most efficient". More information in FAQ #8109.
What Budianto should do, in addition to sys(3054), is add and delete indices, and see what effect they have on speed.
