Sure today's system is adequate. There's nothing wrong with trying to improve things though, is there?

And surely an issue doesn't only get 1 thrashing around before it becomes illegal to raise it again. My view is that it couldn't have been "beaten to death" if its now back. It either recovered or was resurrected.
