I'm not sure we are on the same page.
Server software doesn't actually do any notifications. AFAIK, only the client software does this. If you have Outlook running, it polls the Exchange server to see if any new messages have arrived and displays the popup.
cc:Mail had a TSR (in the old DOS days) program that did the same thing. You didn't need cc:Mail running because the small program handled the polling.
IAC, I would imagine that you could write your own poller using the Collaboration Data Objects. The CDO library is installed with Outlook 98 (and greater) and you can access them as you see fit. You can find more information on-line using MSDN.
