Lets not worry about what is in the code. I should be able to connect via the command line. The following is what I'm using:

mystring="DATABASE=vfp2pg;SERVER=68.15.242.103; port=5432;UID=VfP2Pg;pwd=HelloWorld;provider=MSDASQLR;DRIVER=postgreSQL;"

oConnection=SQLSTRINGCONNECT(mystring)

The above fails

When I ping 68.15.242.103:5432 I get unknown host. This is the same on my local postgres server.

When I ping 68.15.242.103 I get timed out.

reverse lookup of the IP = wsip68-15-242-103.dl.dl.cox.net

but www.smvfp.com =68.15.242.103

So my guess is that linux is preventing us from logging into the server.
