Your response combined with David's pointed me in the right direction.
Turns out a Vertical Line height .37 in a band height of .375 leaves that little bitty space. I had to lengthen the Line to .38 and the band height to .38 and the problem disappeared. It makes my band just a little bit taller when printing the detail, but I can live with that.
>Are you sure there is nothing "hiding" in your detail line? I've seen stuff below the band do things like this.
