Is this for internationalization? Have you ever looked at the INTL toolkit from Steve Black?

Manipulation of these sorts of things is going to be best done just from VFP. I doubt that you are going to be able to target different programming languages very easy because VFP controls are not native Windows controls and each language is going to have different property names in some cases.
