FWIW, I don't think the ideal civilization needs a "government".

I understand where you're coming from, but I disagree completely. Since the beginning of time there has been those notion of "the chosen land/race/people/sex/species" with no real proof. I think it has alot to do with people wanting to be more important than they are.

As far as the proof goes, I dunno, this isn't something I've researched very well.

But, for arguments sake, lets take this scenario. A baby is switched at birth. The baby grows up and learns to love his non-biological mother and father. One day, he's walking down the road and sees his bilogical mother, though, neither of them know it. Is there something spiritual between them? Is there any love? I doubt it. They haven't been told that they should love each other so they don't.
