I encountered the same thing.......What I found was that I had to set the CD to be writable. It went through some routine that said it was formatted and ready to be written to. I did all this before starting InstallShield. Then InstallShield worked fine and placed all the files on the CD. I use an HP Burner.....I rightclick on the CD icon in the taskbar and get a menu that says "make CD writeable"...
