This has been the case since FP2.0 - in those days you could add comments to "screen" fields and if the comment ended with a ; it would error on the valid()/when() code that followed because the first line was seen as part of the comment. This caused many happy hours of fun.
Perhaps the time has come for a comment to be a comment and for all contents, including ; , to be ignored. I see no useful purpose in continuation of comment lines.
