Is the data to be entered such that you could use a grid control, adding line after line?

Instead of using a form-in-Form, maybe you could turn the scrollbars on for the main form, fix it's size and then place the controls for the many data entry fields on it. If the controls are located outside the fixed boundries of the main form, the scroll bars will allow the user to scroll around.

I hope this makes sense ...
