How about.... you use a grid for this? Two columns, one for the caption, one for the control to enter values. You can tweak the grid to look like it doesn't even exist (get rid of column lines, headers, the border, ect.) and if you use larger row heights, and put maybe the textbox in a container you could probably get it to look pretty nice.

The the scroll bars would be there.
