If you go to
www.download.com and search for "synchronize files", in the category "Utilities", you get 11 hits (after filtering for only freeware). I leave it up to you to search, if any one of those has exactly the capability you require.
The utility I mentioned previously will show files you deleted in one of the folders, but you can control individually which files you want to synchronize, and which you want to delete.
