In Bolivia, we
do not have D.S.T., and I don't think D.S.T. is defined for GMT or UTC, either. Since the time zones in the UT are defined in relation to GMT, I believe I am simply getting wrong results here. So is everybody else, I assume.
Of course I can make the adjustment here - but I think it is quite illogical for every user around the world to do this adjustment, if there isn't D.S.T. in his respective country. I mean, why should I change the time to "GMT minus 3 hours", if Bolivia is always at "GMT minus 4 hours"?
For countries that really do have D.S.T., the user would have to make the adjustment four times a year - twice when the UT changes its time, twice when the D.S.T. changes in his country.
