We had a similar issue using the Kodak imaging tools that were distributed with WIn 98 but not XP.
We resolved it by copying the files from 98 to the appropriate folder in XP - it mostly works but we still have problems displaying some jpg files but it generally works as advertised
The other issue that we still haven't resolved is that programatically copying the files to the System32 folder did not work whereas copying them through Explorer did - still trying to understand that...
