I want to make dynamic toolbar for my Appl. I try to load customize method on Toolbar control, but All of my button appear on "Toolbar button"

Do you know how to put my button on the "available button" when my form activated. I mean I don't want to put all of my button in "ToolBar button", but I prepare all of it, so my user may free to activate it.
