I think the learning curve is shorter if you use a framework. There are a number of difficulties programming in VFP that a framework takes care of behind the scenes.

I think the learning curve is VFP itself, and working in an Object Oriented language.

I think Mere Mortals is very quick. I was surprised at how quick it is, and I think it comes from it being designed so well. Just the right amount of code in the right place.
