Two things. Make sure your directory is set up with Execute rights so that the EXE file is good to run as a CGI executable. You do so under the Administration Manager (on your taskbar click on the Web server icon and go to the Admin page from there). It's in the directory 'tab'.
Second, downloads usually happen when a Web application is not returning a proper HTTP header. Not sure how this works with x-works, but the HTTP header is a small stub that identifies the output that your code generates as HTML or an image or document etc.
