The error was "Cannot locate VFP runtime"
In fact, in installation script itself I forgot to register vfp7r.dll
Running regsvr32 fixed it.
It seems to be a requirement to register vfp7r.dll , unless it is in application directory , doesn't it ? And it was not so for vfp6r.dll
