We ran into the same problem at the office (we were using SOAP toolkit 2 and SP2.)

I stopped working on that. Nevertheless, at one point I thought that the problem was in fact a DLL-hell type of problem where, even though we have SP2 installed, Windows is still referencing the old version. I wasn't able to actually verify if that was the case but I'd figured I let you know in case it helps.
