I looked into this recently, and found 2 options. One is to install SQL Server and use its Enterprise Manager. I believe also that MS Access has an interface that can be used.

In short, it appears that MSDE is based on the assumption that the developer already uses SQL Server.

If there is another way to get as MSDE without SQL Server or Access, I'd like to know about it as well...
