When I ask them when they will be able to host .Net applications, they don't seem to know what that is. What does an ASP.Net host provider need to host .net web forms. Is it just a NT/2000 Server with aspnet.exe running in a process?

No, there's much more to that. You need to install the .NET framework which is not a trivial install (full OS upgrade almost). So if your provider is not offering this right now, they're pretty unlikely to just install it on a box for you until they have a better idea of what is involved in security and configuration for it.

A better choice might be to contact one of the .NET specific providers...
