We have an application written in VFP3 and have been distributing it on CD-Rom for about 2 years now.

We use Wise 5.0 to create the setup.exe, but in the past we have used the VFP setup wizard to do this.

If you use the VFP setup wizard, just copy the disk images, that were created, to a directory on
the CD-Rom. When the user clicks on Setup.exe, the setup program knows where the other disk
directories are.
