A couple of possibilities:
1) Is this a FPW2.6 application and if so, is it running on a machine whose processor is 150 Mhz or faster? If so, this is a documented problem and generally be solved only by upgrading to VFP, slowing the machine/code down or try not to have long list box lists and computationally intensive loops. You can search on insufficient memory in UT and find several threads on this.
2) IF 1) doesn't apply and still FPW2.6, might want to try setting MEMLIMIT in CONFIG.FPW. Check documentation on CONFIG.FPW for details. If I'm not mistaken, this only works for WIN3.1.
