If you set AutoOpenTables and AutoCloseTables to .F. in the DE, you can check existence with FILE()before opening.
Then, manually open and later close them. The form will run this way.

However, during design-time, the DE will still query you each time you open the form if it can't find some table(s). Not a perfect solution.
