I ran into this problem on a Novell network, and what we found had happened was that after an update to the .FPT file the network driven 'unlock the header' command was somehow dropped (I know, there's absolutely nothing wrong with the network). I bet if you check all of the users, there is one that is having no problem at all. If this is the case, have them exit the system and wait about 5 minutes before they get back in. If not, have your network people check to see who has which file exclusively (at the network level) and either break that connection or ask that person to exit the system.

When you talk to your users about this problem, ask them if the network running particularly slow right before this happened. That's what really put us onto the right track of hunting this problem down.
