What do you mean by "failed"? Do you get an error during the install? What error? The more deatil you give us the better we can help.

BTW, 64MB is a minimal configuration for Win NT. Like trying to haul 2 tons of trash with a Volkswagon Beetle, you might get it to move, but barely.
