The Tools menu is generic to all forms. So, it doesn't belong particular to a form. That's why the option is a little bit offset as per the list of options in the Help list. The information is under that location.

As for the choice of switching mode, that one was decided to be put in the account setup. The reason is because this is mainly an option you will only use it once. So, you don't want to have it broadcasted across the wire at each transaction. That's usually a personal choice that doesn't change once set.
