Depends on your infrastructure and the capabilities of the recipients. You've gotta decide your format and your sending mechanism.

FORMAT: You can send in HTML, Word or PDF (or text, I suppose). PDF is nice in that the end user usually does not have the tools to alter the document. TXT and HTML format is universal, but may not display or print in a nice enough format for you. Word is OK - MS provides free readers for those without Word, but it probably takes more time per slip to generate a word file than the other options.

SENDING MECHANISM: You can automate Outlook easily, but whenever you try to send this way, Outlook's security feature asks "Something's trying to send mail for you - do you want to allow this?". You can send directly through your SMTP server if you have one set up in-house (but most out-of-house SMTP servers have security features to prevent spamming which requires funny workarounds). There are a couple of ways to send mail with attachments using an in-house SMTP server. Be sure your SMTP server is set up to prevent outside users from sending spam through your server.
